Deterrence is a strategy to discourage adversaries from hostile actions by threatening severe consequences. At its core, it is psychological: convincing the opponent that starting a war would be too costly rather than actually fighting one.

Core Principles

Three conditions are essential.

First, states are rational actors who calculate costs and benefits. If aggression costs more than it gains, they refrain.

Second, credibility is crucial; capability alone is insufficient without political will to retaliate. Empty threats destroy deterrence entirely.

Third, communication ensures the adversary clearly understands both.

Bernard Brodie called nuclear weapons “weapons of peace” because their destructiveness makes war irrational. Thomas Schelling described deterrence as “the threat that leaves something to chance.” Herman Kahn's escalation ladders showed how small conflicts dangerously spiral into nuclear war.

Mutually Assured Destruction institutionalised this. Second-strike capability guarantees retaliation even after absorbing a nuclear attack, making first strikes irrational.

Challenges from Emerging Technologies

Classical deterrence assumes rational actors with deliberate decision-making. Emerging technologies fundamentally undermine this.

AI-enabled decision-support systems compress escalation timelines, creating “machine speed” warfare that reduces human deliberation time and increases automation bias risks.

Cyberattacks on nuclear command systems make attribution difficult. Without identifying the attacker with certainty, credible retaliation becomes impossible.

Nuclear deterrence has always relied on human commanders maintaining calm and deliberate control. If that control erodes through AI integration, deterrence itself becomes unstable.

Non-state actors and rogue states like North Korea further cannot be deterred through traditional nuclear logic since they are not tied to state survival.

Deterrence remains critical yet fragile. In the context of AI and autonomy, rationality-based deterrence logic appears an increasingly untenable proposition. Maintaining credibility requires robust attribution mechanisms, human control over nuclear command systems and new multilateral governance frameworks for emerging technologies.
